You shouldn't power wash (pressure wash) bikes in general. It will force water into the bearings.Can you Power Wash rust off a bike?
No - Power Washing will make the rust worse.
use oil and a rough cloth and this will minimise the rust.
If its really bad you may have to use sandpaper or emery paper (a fine grit paper that is more gentle)

The most effective method I have tried for surface rust on a bike is an SOS pad.
clr - (calcium lime rust remover) - and steel wool.
